New LMP1 Technical Regulations for 2014 unveiled
The Technical Regulations for the Le Mans Prototype 1 (LMP1) class were today presented at the Automobile Club de l'Ouest's press conference, held at the Museum of the 24 Hours.
These 24 Hours of Le Mans LMP1 Technical Regulations will also, from the 1st of January 2014, cover the Le Mans Series LMP1 category, the FIA World Endurance Championship and the American Le Mans Series.
Once approved by the FIA World Council, the 24 Hours of Le Mans LMP1 Technical Regulations will be available online from late afternoon on Friday, 15th June.
6 BASIC POINTS TO REMEMBER
• New technology will be granted freedom with regard to powertrain (that is engine and hybrid system) in accordance with the development of road vehicles.
• The engines are free. The limitations of cylinders, restrictors and turbo pressures are removed.
• Significant reduction - up to 30% - of the use of fossil fuels used.
• The hybrid systems are free as long as they can be measured but are limited to two per car. The private teams are protected.
• Cars must be closed to improve safety.
• Weight and width are reduced.

(Toyota reckons Le Mans qualifying results show rules still favour diesels - Le Mans news - AUTOSPORT.com)
Toyota technical director Pascal Vasselon says that more work needs to be done on the balance of performance between petrol and diesel-engined LMP1s after Anthony Davidson qualified the fastest TS030 Hybrid third at Le Mans.
Davidson's 3m24.842s lap was just over a second adrift of Andre Lotterer's pole position time in the Audi R18 e-tron quattro.
"We have the maximum boost here allowed by the rules, which is worth between 2.5 and 3 seconds, and we are still half a second behind the quickest Audi ultra," Vasselon told AUTOSPORT. "So there is a big gap between gasoline and diesel. There is a process in place to assess the balance of performance, the FIA and the ACO are analysing the data. But clearly our performance yesterday [in qualifying] shows that there is a big gap."
Vasselon acknowledged that the fact that the quickest R18 e-tron quattro outpaced the fastest R18 ultra by just three tenths of a second could suggest that Audi has yet to extract the maximum from its hybrid.
"This is a question to ask to Audi, but clearly, from our side if we were there without the hybrid system it would be ridiculous. We would not be in the ballpark, that's for sure. If we switched our hybrid system off we would be nowhere, maybe two seconds faster than the HPD but that is because our aero efficiency is very good."
On Thursday the FIA and the ACO announced new LMP1 regulations for 2014 that aim to encourage hybrid powertrain development. While this has not met with universal enthusiasm from private entrants, Vasselon welcomed the new package - with the proviso that it should leave room for petrol engines.
"The main regulations are cast in stone, we just need to fine-tune some aspects and one of those is the final balance of performance between gasoline and diesel. The regulation with regard to the powertrain is, I would say, very simple: the idea is to give the same level of energy per lap to everyone. The engine capacity and maximum boost is quite high, so there is a lot of freedom for powertrain engineers. The problem with keeping it this simple is that everyone would do diesel because the nature of this technology is that it is more efficient.
"So, since the ACO and the FIA want to keep alive a mix of technologies, including gasoline, we must anticipate the balance of performance. This process is ongoing so we cannot discuss it. Everyone is very happy with the principles but the finetuning is still to be done."
(Toyota's drivers reckon that Le Mans balancing rules still favour diesel technology - Le Mans news - AUTOSPORT.com)
Toyota drivers Alex Wurz, Anthony Davidson and Stephane Sarrazin believe the Le Mans rules balancing still favours diesel technology and that their team will be hard-pressed to challenge the Audis with its petrol hybrid - even when it does achieve the TS030's full potential.
Japanese firm Toyota is returning to the Le Mans 24 Hours this season after a 13-year absence.
Though Toyota's main handicap has been its lack of pre-race mileage, with the programme only given a green light five months ago and then disrupted by a serious testing accident, the team's ex-Peugeot factory team trio think the rules are also stacked against the petrol hybrid.
"I've realised that the petrol engines are definitely much weaker," Wurz told AUTOSPORT. "It shouldn't be on the same power as a diesel because it's a smaller powerplant so it's better for aero, but the current gap is still too big.
"We can see that when we are not on our hybrid technology – it's impossible to anywhere near keep up with them.
"I think it's still a bit off-balance."
Davidson suggested that Audi was 'playing' with the competition at present.
"You know exactly the games they can do. They're just playing with the petrol cars," he said. "If they're not black-smoking, you know they're not running full power.
"We're not bitter about it. We're just trying to learn and show our pace and I think we should be happy with what we've achieved in performance over the other petrol cars and how close we are to Audi.
"We respect our competition and the regulations. But when you want to win, it brings out the side of you that feels something could or should be changed."
Sarrazin feels Toyota's performance deficit to Audi is half due to a rules imbalance, and half a natural consequence of its lack of preparation time.
"We have to improve our car, but also the rules maybe have to change a bit, it's maybe half and half. At the moment, the diesel is very strong," he told AUTOSPORT.
"When you are in a diesel car, you don't realise the advantage you have. As soon as you go in a petrol car, you feel it. The hybrid is very good, but it's too short [in how it can be used]. When it's on the normal engine, it's quite a bit step [to Audi]. So if they would change it, it would be good for us because it would be more equal."
Despite feeling Audi is sure to be quicker, Wurz hopes Toyota can at least get among its rival's quartet of cars in final qualifying.
"If we can split the four cars, I think that will already be quite cool. Anything more than that will be almost magic," he said.
And he acknowledged that with Toyota's reliability unproven, qualifying could be its best chance of the week to impress.
"It totally goes against my personal philosophy on Le Mans [to prioritise qualifying], because I've never really cared about qualifying, but in this case reliability is more a matter of fingers crossed because we don't know, we haven't completed an endurance test. We are too new in this game," said Wurz.
